東日本大震災以降、県外からの移住相談が増えている岡山市。2014年4月30日、政令指定都市としてはじめて官民連携の定住支援協議会を設けるなど支援に力を入れている。
2014年5月15日、そんな岡山の地元局、KSB・瀬戸内海放送の夕方のニュースが、岡山への移住を検討している1組の母子に密着し、移住の現状を報じた。YouTubeで公開された動画は、27日までに9000回近く再生されている。

移住者が絶えない岡山
2014年4月21日、中区に1つの医院が開業した。院長は3月に東京都小平市から移住したばかり。東京では放射線による健康被害を恐れた親子2000人以上に対して放射線被ばくに関する検査を行ってきた。岡山でも1日4家族限定で被爆対応の予約診察をしている。
そこにやってきたのは神奈川県からやって来た母親（34歳）と女の子（2歳）。子供の体全体に湿疹ができ、母親は「被ばくが原因では」と疑っているが、先生は「被ばくが関係あるかはよく分からない」と話す。検査結果は正常だった。
遠路はるばる岡山にやってきたのは診断を受けるためだけではない。実は彼女、岡山への移住を考えているのだ。
2013年度、岡山市への移住相談は294件で、その数は前年の約9倍。6割は関東、いわゆる放射線を恐れた「自主避難」だ。先月発足した協議会では、民間の移住支援団体や不動産協会、ハローワークなどと協力して、移住相談に1つの窓口で対応している。
母子は市の「移住・定住支援室」を訪れた。行政という立場ではなかなか具体的な情報を提供できないのが実情。そこで市の職員が紹介したのは、移住者を支援する団体だった。そのスタッフと一緒に母子は移住者が住むアパートなどを見学した。番組が取材した支援団体「おいでんせぇ岡山」は、震災以降600件以上の移住相談を受け、そのうち約300件が実際に移住した。
2年前、東京から移住したというお宅に母子がお邪魔したとき、次の言葉を聞いた母親の顔がパッと明るくなった。
「よく行っているよね、東京に」（スタッフ）
「また今週も帰ります」（移住者）
「みんなそんな感じなんですね」（母親）
「いきなりガラッと変えるのは、やっぱり難しいところもある」（スタッフ）
保育園も見学した母親は「私的には理想な場所ですね」と述べた。一方で、神奈川への未練も語る。
「本音を言えば、何もなかったら、移住はしたくないです」

意外と冷静な地元の声
この母子を含め、岡山は震災以来、過熱気味と見えるほど「自主避難」先として人気を集めている。自主避難うんぬんの話は置いておくとしても、首都圏に住んでいた人にとって岡山が住みやすいのは確かだろう。天候は温暖で自然災害にあう可能性は比較的低い。
今年11月には延床面積25万平方メートルの「イオンモール岡山」がオープンする。日本最大規模といわれる「イオンレイクタウン」（埼玉県越谷市）とほぼ同じ。すごいのは広さだけではない。テナント集めは順調で東京や大阪とそん色ない商品が並ぶと噂される。
教育熱心な地域としても知られ、岡山県の江戸時代の私塾の数は日本一だった。市内には通信教育等で知られるベネッセコーポレーションの本社がある。
東日本大震災の発生以降、不安を抱いた人たちが情報交換しているうち、元々魅力的だった岡山に惹きつけられたということか。それでも母親が漏らしたように、生まれ育った場所が一番なのはみんな一緒なのだろうが。
