「支援の輪」広島へ続々　緊急援助隊／ボランティア／義援金　岡山
多数の死者を出した広島市の大規模土砂災害に対して、２４日、倉敷市や笠岡市など県内自治体が緊急消防援助隊などを派遣する。日本赤十字岡山県支部も医療ボランティアを派遣。甚大な被害を受け、県内でも支援の輪が広がっている。

　倉敷市は２４日、同市消防局から緊急消防援助隊として１４人と車両４台を派遣し、救助活動を支援。今後も交代要員を送り継続的に支援する。土砂撤去などに協力する災害ボランティア約４０人も派遣する。

　笠岡市も同日、地区消防組合から６人を派遣。総社市と国際医療ＮＧＯ「ＡＭＤＡ（アムダ）」（岡山市）は２３日、合同で現地支援隊員の第２陣として、保健師や看護師ら４人を送り出した。

　一方、日本赤十字岡山県支部からは２４日に医師や看護師、こころのケア要員ら１２人の救護班が出発。広島市安佐北区の避難所４カ所で、巡回診療や被災者のこころのケアに取り組む。

　同支部は中国銀行やトマト銀行、県内の日本赤十字の施設で、被災者への義援金の受け付けを始めた。

　銀行振り込みは備え付けの赤十字義援金専用振込用紙で、中国銀行本店普通口座７６１１６８とトマト銀行本店普通口座１４３０９２５へ。名義は「日本赤十字社岡山県支部　支部長　伊原木隆太」。通信欄に「平成２６年広島県大雨災害義援金」と明記する。

広島市北部の集中豪雨被害で、自治体や団体などが救援、支援に乗り出した。広島市と市社会福祉協議会はボランティア受け入れの窓口となる「災害ボランティアセンター」を近く設置する方針。しかし、被災者のニーズの集約は進んでおらず、対応が急がれる。専門家は「行政に精通したボランティアらが求められる」と指摘する。

　国際医療ＮＧＯ「ＡＭＤＡ」（本部・岡山市）と岡山県総社市は２１日、合同で看護師１人を含む５人の先遣隊を派遣。避難所などにペットボトルのお茶やカップ麺などの救援物資を配るほか、今後の支援に向けた調査を始めた。ＪＡ尾道総合病院なども医師や看護師らを派遣した。

　岡山県警や鳥取県警などは機動隊員らを派遣。大阪市消防局も特別高度救助隊員ら７人を派遣した。大阪府は、広島県から支援要請があれば物資援助や職員の派遣を検討している。

　ただ、今月豪雨災害にみまわれた京都府福知山市や兵庫県丹波市にもボランティアが多数入っている。ＮＰＯ「レスキューサポート関西」（東大阪市）の萩政明理事長は「すぐには手が回らない。まずは救援物資を送ることを考えたい」と話した。

　紀伊半島を中心に死者８２人、行方不明者１６人に上った２０１１年９月の台風１２号災害で対応に当たった高瀬一郎・和歌山県危機管理局長は「正確な情報収集が第一。犠牲者の情報がない地域でも物的被害が広がっていた。市町村は現場対応に追われており、県職員を派遣した」と振り返った。

　関西大の河田恵昭教授（巨大災害）は「泥掃除、河川のゴミ拾いなど、やることはたくさんあるが、行方不明者の捜索が最優先」と指摘。今回は大都市が近く、物資的な不足は少ないとの見立てを示し、「被災者生活再建支援法の適用など、専門ボランティアが多く必要になる」と話した。

　同病院は近年、小児科外来を訪れる患者に、メディア依存が疑われる子どもが多いことから問題提起しようと市民向けの健康教室として初めて企画。医療関係者や患者、住民ら約１００人が聴いた。
　同病院副理事長で小児科医の宮島裕子さんは、乳幼児期の五感への刺激が人格の基礎を形成すると説明。「メディアを使った子守への過度の依存は人と関わる体験を不足させ、感情を制御する脳機能や言語の発達を妨げる危険性がある」と述べた。
　さらに民間団体の調査では、テレビやゲームなどを使う時間が１日６時間を超える場合、暴力衝動を持つ子は、使わない子の４・３倍という結果が出たことも紹介。「乳幼児期からの接触、長時間の使用には細心の注意が必要」と訴えた。
　同病院は外来患者の家族１００人を対象にアンケート実施。スマホなどに接した経験のある３～５歳児は３割を超えるという実態が、講演に先立って公表された。

岡山）通信会社が学校現場でスマホ教室

スマートフォン関連の通信会社が、学校でインターネットやスマホとの付き合い方について考える出前教室を始めた。犯罪やいじめ被害など学校現場では敬遠されがちなスマホだが、便利なツールとして認識してもらうのが目的だ。学校側も「すでに生活に密着したツールで、付き合わないわけにはいかない。正しい使い方を学ぶことが必要だ」と歓迎している。

　岡山市立芳泉中学校では７月、スマホの無料通信アプリの「ＬＩＮＥ」（本社・東京）が、２年生（２８８人）を対象に情報モラルの教室を開いた。

　同社は静岡大学教育学部の塩田真吾講師（３２）＝教育工学＝と連携。ＬＩＮＥを題材にした情報モラル教室を５月から全国の小中学校で始めた。
