“夜間スマホ”岡山県教委が利用制限へ

スマートフォンなどのサービスを巡って、いじめや学習への影響が問題になっているとして、岡山県教育委員会は、小中学生を対象に午後９時以降、スマートフォンや携帯電話を親に預けて利用しないようにするガイドラインを設けることになりました。
都道府県の教育委員会によるこうした取り組みは、全国で初めてだと言うことです。
岡山県教育委員会によりますと、県内の小中学校では、スマートフォンの無料通話アプリ「ＬＩＮＥ」でのやり取りなどをきっかけに、いじめなどのトラブルが増える傾向にあるほか、夜遅くまで友人とやり取りをして自宅での学習時間が減り、学校の授業にも影響が出ているということです。
このため、県の教育委員会は来月、県内の小中学校の児童・生徒を対象に、午後９時以降、スマートフォンや携帯電話を親に預けて利用を制限するガイドラインを設けることになりました。
県の教育委員会によりますと、こうしたガイドラインやルールを市町村の教育委員会などが策定した例はありますが、都道府県の教育委員会が設けるのは、全国で初めてだということです。
岡山県内の市町村の教育委員会や学校は、今後、このガイドラインに基づいて細かいルールを作ることになっていて、県の教育委員会は、ＰＴＡなどとも連携して実効性のある対策にしたいとしています。

全県で小中生に「スマホ９時まで」制限 岡山が全国初、来月スタート
岡山県教育委員会は２２日までに、児童・生徒の家庭でのスマートフォン使用を午後９時までに制限する全県的な取り組みに乗り出すことを決めた。すでに教育長会やＰＴＡなどの賛同を得ており、来月をめどにスタートする。同種の取り組みは今年４月に愛知県刈谷市で始まり、福岡、仙台市などが追随しているが、都道府県単位で取り組むのは岡山県が全国初という。
取り組みは、小中学生が対象で、（１）午後９時以降はスマホを保護者が預かる（２）ゲームも午後９時まで（３）スマホとのつきあい方を学校で考える場をつくる－の３項目。教育長会のほか、実際に児童や生徒と向き合う小中学校長会、ＰＴＡなどに趣旨を説明し、賛同を得ており、県教育委員会委員への報告も終えている。
全国で初めて「スマホ９時まで」の事業に取り組んだ刈谷市は、無料通信アプリＬＩＮＥ（ライン）などを使ったトラブルやいじめ防止が主な目的。市内２１小中学校がＰＴＡや保護者と連携し、今年４月から午後９時以降にスマホを使わせないよう要請している。
県教委の取り組みもこれに準じており、「中学生では４人に１人が平日３時間以上ゲームをしている。その多くはスマホ上で遊んでいるよう。さらにスマホの長時間使用はネットいじめや犯罪被害にもつながりかねず、放置できない」（義務教育課）という。
一方、２６年度全国学力・学習状況調査で、授業の復習をしている割合が全国より低く、家庭での学習時間も短かった実態が浮上。県教委は「スマホ９時まで」の取り組みでゲーム時間が短縮できれば、学習時間の増加が見込まれ、県の長期指針・晴れの国おかやま生き活きプランで設定した「平成２８年度までに全国学力テスト順位全国１０位以内」の目標達成にもつながると期待している。
文部科学省は小中学校への携帯電話持ち込みを原則禁止するよう各都道府県教育委員会に通知しているが、家庭内の使用時間制限までは踏み込んでいない。
