衆院解散後の初めての日曜となった２３日、立候補予定者は県内各地の祭りやイベント、商業施設周辺などを訪れ、有権者に政策などを訴えた。

　◇１区

　自民前職の逢沢一郎氏は北区奥田１で事務所開きを行った。「イオンモール岡山が開業すると、車の混雑で遊説ができないかもしれない。ネット選挙解禁になったので、ＩＴを活用したい」と話した。共産新人の向谷千鳥氏は、南区の商業施設前で街頭演説。「昨日は長野で大きな地震があった。地震が多い日本で、このまま原発再稼働の動きを許してはいけない」と述べた。

◇連休行事参加や演説

　衆院解散から一夜明け、３連休の初日と重なった２２日、県内５選挙区の立候補予定者は地域のイベントに顔を出したり、街頭演説に奔走したりと、１２月１４日の“決戦”に向けて活動を本格化させた。（衆院選取材班）

　県南部で開かれた「芋煮会」では、前議員が作りたての芋煮を味わいながら、有権者らに「地方を元気にする」とアピール。その後は岡山市に移動し、党の会合に出席した。

　別の前議員も、支持団体の会合に出席してから駆けつけ、高齢者向けの「健康体操」に参加。演歌に合わせて体を動かしたほか、芋煮とともにおにぎりをほおばりながら政策を訴えた。

　新人は地盤の市部で支持者へのあいさつ回り。陣営関係者は「短期決戦なので、まずは知り合いを中心に票を固めていく」と語る。２３日は商業施設や駅などで街頭演説を行うという。

　海沿いの選挙区で立候補を予定する前議員は早朝の朝市に足を運び、買い物客らと握手。陣営幹部は「連休中は街頭演説を優先し、票を掘り起こしていきたい」と意気込む。

　別の前議員は午前中、支持団体との意見交換会に出席。午後からは報道陣の取材に応じた後、地元の公民館で開かれたイベントに参加したほか、街頭演説を行った。

　対する新人も、選挙区内を精力的に駆け回って街頭演説。２３日も市街地を中心に回るといい、「天候にも恵まれ、足を止めて聞いてくれる人も多い」と手応えを口にした。

雇用をつくり、地方へ人の流れを



安倍政権は衆院選に向けて「地方創生」を看板政策に掲げている。人口減が続く地方では経済規模が縮小し、それがさらなる人口減少を招く悪循環に陥っている。これを断ち切るためにも地域の雇用を創出し、人の流れを変えたい。

　先の国会で地方創生関連２法案が成立した。この点は評価するが、２つの法律は理念や手続きを定めているだけだ。地域経済を立て直す具体案を自民や公明など各党は公約で示してほしい。

企業の潜在力引き出せ
　地方を活性化するカギは地域の中小企業の潜在力を引き出すことにかかっている。産学官と金融機関が連携し、技術開発や販路の拡大を支援すべきだろう。公設の研究機関の研究成果を地元企業にもっと還元する仕組みも要る。

　経済産業省は今年３月、特定の製品や技術に強みをもち、世界市場で高いシェアと利益を確保している「グローバルニッチトップ企業」を選定した。そこには金沢市の津田駒工業や岡山市の内山工業など地方に拠点を置く企業が多数、名を連ねている。

　グローバル企業になる条件に本社の立地場所など関係ない。強い地方企業が増えれば雇用の厚みが増す。経済の新陳代謝を進めるために起業を促し、ベンチャー企業を支援することも欠かせない。

　人口減で域内の消費は減るのだから、域外から需要を取り込めるかどうかが地方経済の行方を左右する。この点からみて大きな意味を持つのは観光だ。ビザの発給要件の緩和や特産品の開発を後押しして観光客をさらに増やしたい。

　農林水産業も地方の強みなはずだ。大規模化や６次産業化を進めればもっと雇用を生み出せる。

　職住近接が可能で、自然が豊かな地方の方が子育てをしやすい面がある。機会があれば地方での暮らしを望む都市住民は少なくない。ＵターンやＩターンを後押しする仕組みが必要だ。

　自民党は地元出身者の採用を増やす地方企業の支援策を検討している。全国知事会は地方大学を卒業して地元で就職した人を対象に奨学金の返済を免除する制度の創設を提案している。どういう方法が地域の活力を高めるうえで望ましいのか、議論を深めてほしい。

　地方の活性化は急務だが、それでも地方の人口減少は続く。地域ごとに都市機能を再編して「賢く縮む」戦略が欠かせない。商業や医療・福祉などの施設を幾つかの区域に集約できれば、バスなどの公共交通網を維持しやすくなる。

　そこに住宅も誘導できれば人口は減っても地域社会の崩壊を防げる。まずは老朽化した公共施設の再配置から取り組むべきだろう。

　この点で、財政再建中の北海道夕張市の取り組みは参考になる。夕張では街の中心部に市営住宅を建て、周辺部の古い住宅で暮らす市民の住み替えを促している。

　この２年間の安倍政権を振り返ると気になる点がある。地方分権の優先度が低下したことだ。政府の地方分権改革有識者会議が10月下旬にまとめた案をみると、地方が権限の移譲や規制緩和を求めた935項目のうち、実現のめどが立ったのは４分の１にすぎない。

分権なしに創生なし
　保育所の設置基準の緩和などは少子化対策を進めるうえでも不可欠だ。農地転用のような土地利用の権限ももっと市町村に移した方がいい。地方創生は分権なしには進まない。

　政府は小規模な市町村を対象に「日本版シティマネジャー」と名付けて中央省庁の職員などを派遣する制度を設ける方針だ。シティマネジャーとは米国の州や自治体にいる実務経験が豊富な行政の専門家集団のことだ。

　職員不足に悩む市町村は多いから国が支援するのは構わないが、地方をやや見下した名称ではないだろうか。必要なのは専門知識が豊富で、自治体職員と一緒に汗を流せる人材だ。

　地方を再生するためには中央省庁の予算に地方が合わせるのではなく、地方のニーズに合わせた予算にすることが肝要だ。この点からみても、あらかじめ使途を決めた補助金を減らして、使い道が幅広い新たな交付金制度に変えるべきだろう。

　地方を活性化する特効薬はない。一時的な予算のばらまきではなく、人の流れを変える効果的な政策は何か、選挙戦を通じて各党が競い合ってほしい。
