２月定例岡山県議会は２７日、本会議を再開して代表質問に入った。伊原木隆太知事は、県立図書館（岡山市北区丸の内）の図書購入費を確保するため、財源に充てる特定目的基金に２０１５年度から定期的な積み立てを行う考えを表明した。
　自民党の天野学氏（笠岡市）への答弁。知事は、県立図書館の来館者数と個人貸出冊数が９年連続で都道府県立図書館の１位となっていることから「引き続き、県民の期待に応えていくことは大変重要。安定的な資料収集が可能となるよう、今後、基金への定期的な積み立てを実施していきたい」と述べた。
　基金は２４億円を積み立てて設け、県立図書館が開館した０４年度以降、原則として年１億７千万円を取り崩して図書購入に充てている。ただ運用益と寄付だけで賄っているため、残高は１４年度末見込みで１０億６千万円まで減り、２３年度には枯渇が見込まれている。
　県は開館から１０年経過したことを踏まえて、１５年度からは購入費を１億２千万円に圧縮する方針。新刊図書の収集率は７０％程度から５０％程度に下がる見込みだが、都道府県立図書館では東京に次いで２番目に高いという。
　民主・県民クラブの中川雅子氏（岡山市東区）は、地方創生の県版総合戦略について、地域ニーズの把握方法を質問。知事は「市町村や大学、ＮＰＯなどと意見交換し、フィールドワーク（実地調査）を伴う調査・分析も実施する」とした。

岡山市 プレミアム付き商品券発行

岡山市は２６日、プレミアム付き商品券の発行など１８億３００万円の経済対策を盛り込んだ２０１４年度一般会計補正予算案をまとめた。年度末の過不足調整のため補正額自体は２６億８７００万円の減額となったが、国の経済対策に呼応した。開会中の２月定例市議会に追加提案する。
　プレミアム付き商品券の発行総額は約４８億円を予定。千円券１２枚つづり（１万２千円相当）の１冊を１万円で販売する。販売上限額は１人５万円。７、８月ごろの発売を目指しており、４カ月程度の期間に市内で利用してもらう。１冊当たり２千円の価値の上乗せ分、券の印刷代などで事業費９億４９００万円を予算案に計上した。大森雅夫市長は記者会見で「商品券は消費を大きく刺激するはず。効果を市内の商店や企業全体に広げたい」と述べた。
　このほか、地方創生の地方版総合戦略の策定費１千万円▽市内企業への就職を目指す首都圏在住者が企業面接で訪れる際の交通費補助４００万円▽経営改善を計画する中小企業に対し、中小企業診断士のコンサルティング費用などを補助する経費６千万円▽市内の観光地や特産品をＰＲする国内プロモーション費４５００万円?といった内容を盛り込んだ。
　減額分は、障害者自立支援の給付費が予想より少なかったことや国の補助額が見込みを下回り岡山操車場跡地（同市北区北長瀬地区）の買い戻し規模を縮小したことなどを反映させた。
　補正後の一般会計は２８０１億６４００万円で前年度同期比３・６％増。

Okayama Local Meteorological Observatory relocates an observation point.

The high building completed on the government office building north side was judged to have an influence on the observation environment. A relocation day is March 5.
I say that a change in the ventilation is considered with construction in the large commercial establishment I started in December of last year according to the said meteorological observatory. The place the good environment can maintain in the long run was being selected from January of last year.
The barometer by which the amount of rainfall, the temperature, the humidity, snowfall (snowfall and snow) and the air pressure measure 7 elements for relocating it and the observation equipment by which a rain gauge and a vent sleeve are five. The equipment which measures the direction of the wind, the wind velocity and the sunshine is left for Okayama 2nd joint government building (Okayama-shi Kita-ku Shimoishii). 岡山地方気象台が観測地点を移設

岡山地方気象台は２６日、地上気象観測地点「岡山」の観測機器の一部について、岡山市北区桑田町の岡山地方合同庁舎から、約３キロ北北東の同津島中の岡山大津島キャンパスに移すと発表した。庁舎北側に完成した高層建物が観測環境に影響を及ぼすと判断した。移設日は３月５日。
　同気象台によると、昨年１２月に開業した大型商業施設の建設に伴い、風通しの変化などが考えられるという。長期的に良好な環境が維持できる場所の選定を昨年１月から行っていた。
　移設するのは降水量、気温、湿度、雪（降雪、積雪）、気圧など７要素を計測する気圧計、雨量計、通風筒など五つの観測機器。風向、風速、日照を測る機器は岡山第２合同庁舎（岡山市北区下石井）に残す。地点名称は「桑田町」から「津島」に変更する。
　「岡山」の地点変更は同津島桑の木町から１９８２年１０月に同桑田町に移設して以来。平年値は５年間データを蓄積後、必要があれば修正する。極値などは現データを引き継ぐ。
