６日午前１０時２５分ごろ、徳島県牟岐町で震度５強を観測する地震があった。気象庁によると、震源地は徳島県南部で、震源の深さは約１０キロ。地震の規模はマグニチュード（Ｍ）５・０と推定される。津波の心配はない。
　徳島県海陽町で震度５弱、同県阿南市と那賀町、美波町、高知県東洋町と馬路村で震度４だったほか、三重県から山口県までの広い範囲で揺れを観測した。高知、徳島両県警によると、正午現在、人的被害の情報は入っていない。
　気象庁は記者会見し、南海トラフ巨大地震との関連は不明だと説明。今後２～３日程度、最大で震度５弱程度の余震が起きる可能性があるとして、揺れの強かった地域では落石やがけ崩れなどの危険があると注意を呼び掛けた。

　岡山県を含む瀬戸内海沿岸７県でつくる「瀬戸内ブランド推進連合」は、海外観光客に強力にアピールしようと、フランス語と英語版ホームページを新設し、公開を始めた。英語でＰＲする試みは多いが、仏語版をオープンするのは全国でも珍しいという。

　平成２５年に観光庁が調査した来日外国人のうち、７県を訪れた外国人の来訪率はフランスが２位（１９・５％）と、国内の他地域に比べて格段に高かったという。データを元に、現在はフランスを重点国としてプロモーションしており、今回のＨＰ開設はその一環。

　ＨＰには観光案内や旅行プラン、各県の名所や見どころ、瀬戸内海の島へのアクセスなどが網羅されており、すべてを仏語に翻訳した。「アートを楽しむ瀬戸内旅」という特集記事は「Ｅｓｃａｐａｄｅ　ａｒｔｉｓｔｉｑｕｅ　●　Ｓｅｔｏｕｃｈｉ」などと表記される。

中村さんアニメ グランプリ候補

フィンランドで開かれ、世界有数の歴史と規模を誇る「タンペレ国際短編映画祭」（３月４～８日）のインターナショナルコンペティション（国際競争）部門に、赤磐市の映像作家中村智道さん（４３）のアニメーション「天使モドキ」（２０１４年、１３分）がグランプリ受賞候補にノミネートされた。
　中村さんにとって３作目となる同作は、鳥を飼い、“自分探し”の日々を送る女性が主人公。他者と違う自分を願うあまり、鳥との間に子ども「天使モドキ」をもうけるという幻想世界を繊細な描写で描く。シュールな味わいで、完成までに５年を費やした。
　各国から千点を超す作品が毎年集まる同映画祭に昨秋応募。同部門はアニメーション、フィクション、ドキュメンタリーの３分野があり、「天使モドキ」はアニメーション分野の入選作（１１カ国１７作品）の一つに選ばれた。昨年１１月の岡山映画祭でも上映された。
　中村さんは岡山市出身。２００４年からコンピューターに手書き入力した画像を編集する独自の手法でアニメーションを制作。第１作「ぼくのまち」はカナダのバンクーバー国際映画祭に招待され、２作目「蟻（あり）」はタンペレ映画祭と同じく国際的評価が高いドイツのオーバーハウゼン国際短編映画祭で入選した。
　中村さんは「自身の内面への問いかけを葛藤の末に形にした作品。どんな評価を受けるのか不安もあるが、楽しみも大きい」と話している。

岡山市の全国学テ学校別結果公表

　２教科とも平均正答率が全国平均を上回ったと明示したのは京山中（北区津島京町）、三勲小（中区徳吉町）、政田小（東区政津）、平福小（南区平福）など小中１２校。「記述式の問題で正答率が高い」（鹿田小など）、「計算問題で平均値を上回った」（吉備小など）と分野ごとに示した学校もあった。
　一方、授業内容の定着が不十分で、２教科とも全国平均を下回ったとする中学校もあり、学校間格差が浮き彫りになった。課題が見つかった学校は教員の授業改善や漢字の反復練習、朝読書の推進などを対応策として挙げた。

岡山県、登校支援員の増員検討

岡山県の２０１５年度当初予算案の取りまとめを前に、県議会は５日、各部の要求額を踏まえて執行部に集中質疑する予算総括協議会を開いた。自民党７人と、民主・県民クラブ、公明党、共産党、県民・緑から各１人が登壇。伊原木隆太知事は不登校対策のため１４年度から公立小学校に配置している「登校支援員」について、今後の予算編成で現行枠の４５人から増員を検討する考えを示した。
　青野高陽氏（自民）が、県内小学校の不登校出現率が高止まりしているとして「即効性のある直接的な支援を拡充・強化すべきだ」と質問。知事は「課題の大きい小学校に支援員を配置して、出現率が低下するなど成果が出ている。まずは支援員の事業を分析して成果を速やかに広げるとともに、増員についても検討していきたい」と述べた。
　登校支援員は不登校の未然防止が主な目的で、市町村教委から委嘱を受けた教員ＯＢや地域住民らが休みがちな児童の自宅に出向くといった活動をしている。予算要求では、１４年度と同じ４５人枠で事業費３３００万円が盛り込まれている。
　県内小学校の不登校出現率は１１年度に全国ワーストの０・５５％。その後も改善が十分ではないが、１４年度に支援員を配置した１１市町の５６校は出現率が低下傾向にあるという。
　知事はまた、教育現場のマンパワーを充実させる事業について「教員が本来の教育活動に専念でき、学力向上に有効。今後、要求内容を精査して必要なものは増額を検討したい」とした。
　予算要求では、教員の事務的な仕事を補助する「教師業務アシスタント配置事業」（２４００万円）などが計上されている。
　県は１３日に当初予算案を取りまとめる。

保護者向け、スマホ適正利用訴え 岡山県

スマートフォンの普及に伴うインターネットのリスクから子どもを守るため、岡山県青少年育成県民会議（門野八洲雄会長）は保護者向けの啓発ちらしを作った。県教委が昨年１１月に設けたスマートフォン・携帯電話の利用制限を踏まえ、家庭でのルールづくりを求めている。
　ちらし（Ａ４判）の表面は、ネット利用によって有害情報に触れたり、トラブルや事件に巻き込まれたりする場合もあると指摘。家庭でのルールづくりの参考例として、利用する場所や時間帯を決める▽パスワードは保護者が管理する▽名前などの個人情報は書き込まない?などと示している。

戦後７０年 倉敷の戦争体験寄せて

今年が戦後７０年に当たることから、倉敷市は市民の戦争体験記や戦争資料の収集に乗り出した。寄せられた証言や品々は、年内に作製する予定の記録集に掲載する。戦争を知らない世代が増える中、悲惨さを後世に伝え、平和の尊さを再確認してもらう狙いだ。
　体験記は、水島空襲や従軍経験といった戦前・戦中・戦後に関するものであれば内容、形式は問わない。おおむね４００字詰め原稿用紙５枚以内で代筆も可。
　資料は、軍事関連、生活用品など当時の戦闘や暮らしが分かるもの。返却不要であれば市が毎年夏に開いている「戦災のきろく展」などで活用する。写真の場合は記録後に返却する。
　１９４５年６月２２日朝の水島空襲では、米軍爆撃機１１０機が水島地区に襲来。軍用機を生産していた三菱重工業水島航空機製作所（現三菱自動車水島製作所）を標的に６０３トンの爆弾を投下したとされる。戦後に県が発表した資料によると、従業員や周辺住民１１人が死亡、４６人が重軽傷を負った。
　体験記や資料は市内在住者が対象で、未発表であることなどが条件。３月３１日までに本庁総務課（０８６ ４２６ ３１２１）へ持参するか郵送、電子メール（[e-mail]）で寄せてもらう。
　同課は「戦争体験者の高齢化で記憶を後世に語り継ぐことが年々難しくなっている。子どもたちに継承するためにも、貴重な手記や資料を寄せてほしい」としている。
