岡山県警は１３日、２０１４年の年間功労職員（ＭＶＰ）に違法マルチ商法事件の摘発で貢献した県警生活環境課の岸正康巡査部長（４１）ら８人を選び、県警本部で表彰した。
　斉藤良雄県警本部長が「自信を持って先頭に立ち県警を引っ張ってもらいたい」と激励し、一人ずつ表彰状を手渡した。受賞者は１年間、ＭＶＰを示す赤いバッジを胸に着ける。
　今回の表彰者を含め１９９６年の創設以来、延べ１２０人となった。他に表彰された職員と主な功績は次の通り。

岡山県版「創生総合戦略」作成へ

岡山県は１２日、「地方創生」を進める政府が策定した人口減少対策の５カ年計画「まち・ひと・しごと創生総合戦略」に基づく県版総合戦略（２０１５～１９年度）の骨子素案をまとめた。県の役割について「多くの市町村が抱える共通課題解決のための施策を講じる」などとした。
　骨子素案では、人口の社会減と自然減に対する歯止め▽人口減少社会への対応—の２点から対策を進めるとし、施策例として、子育て家庭への経済的支援の推進▽女性の創業支援▽政府関係機関の移転受け入れ検討—などを挙げた。
　この日県庁で開かれたおかやま創生総合戦略推進本部（本部長・伊原木隆太知事）の第２回会議で了承された。県は３月末までに骨子案をまとめ、今秋に総合戦略を完成させる予定。
　総合戦略に数値目標を盛り込み、達成状況を点検しながら進める。知事は「結果を重視する戦略としたい」としている。

地方版総合戦略に数値目標　岡山県が骨子素案決定

国が各自治体に平成２７年度中の策定を求めている地方版総合戦略について、県は１２日、推進本部会議を開き、骨子素案をまとめた。伊原木隆太知事は施策の達成度を測るバロメーターとして具体的な数値目標を盛り込む方針を示した。数値目標は県の長期指針「晴れの国おかやま生き活きプラン」などに準じるとみられる。総合戦略は秋をめどに国に提出する。

　骨子素案は「人口減少問題の克服」と「持続的な発展」をベースに作成した「おかやま創生総合戦略」。妊娠・出産・子育てを支援する少子化対策や企業誘致、移住定住施策、教育環境整備など県が取り組むべき施策を網羅した。

　このうち少子化対策としては、現在１・４９にとどまっている合計特殊出生率（女性が生涯に産む子供数）を１・６１まで引き上げる－が「岡山いきいき子どもプラン」（平成２７～３１年度）に掲げられていることが報告され、総合戦略にも数値目標が盛り込まれるもようだ。県内の２５年の合計特殊出生率は１・４９。全国平均の１・４３を上回るが、中国地方では最低だった。

　県は２８年度を達成年度とする生き活きプランに「全国学力テストの順位を小中とも１０位以内」など目安となる数値を掲げ、施策を進める指標としている。伊原木知事は「総合戦略はアイデア勝負になる。骨子素案は網羅的であり、整合性があり、いいたたき台になったと思う」と評価した。

　国は昨年末に「まち・ひと・しごと創生総合戦略」を閣議決定し、県や市町村などに２７～３１年度地方版総合戦略を策定するよう求めている。

Bizen municipal board of education held the meeting of "old Shizutani School world's cultural and natural heritage registration promotion committee" made with officials and the people in Okayama-shi, and explained.
A related city is Mito-shi with a national special historical site "Kodokan", Ashikaga-shi, Tochigi where a national history mark "Ashikaga School" exists and Hita-shi, Oita in the said "kangi (KAN GI) garden".
Bizen-shi is planning to be added to the "educational legacy world's cultural and natural heritage registration promotion conference" I compose at 3 city (secretariat and Mito-shi) from fiscal year 2015. The said conference is advancing a study of art and science and enlightenment and also makes old Shizutani School the subject so that 3 historical sites may be united and be registered with the world's cultural and natural heritage as "educational legacy in the modernized world".
Bizen-shi where I have come into action independently judges "When cooperating with other historical sites, the PR effect rises, and you can come into action more strategically." When the Agency for Cultural Affairs collected a necessary written proposal with the domestic "temporary list" which becomes the premise of the world's cultural and natural heritage registration, I prepare.
Before, Okayama-shi promotes registration as the culture in modernized world Okayama "and" the legacy cluster of engineering works in total of 4 municipalities (14 cases) in Bizen-shi concerning old Shizutani School. After missing a temporary list enter in 08, a suggestion of the Agency for Cultural Affairs was received and cooperation with Mito, Ashikaga and Hita-shi was considered, the specialist's consideration committee Bizen-shi entrusted took it out, "I should aim at independent registration.", a conclusion has been respected.
The authorization system of "Japanese legacy" the Agency for Cultural Affairs begins to cooperate with which in fiscal year 15 is a trigger. The said conference sounds out common application in Bizen-shi by the mechanism to authorize more than one cultural asset together by the common feature. I say that I agreed also to cooperate in registration of the world's cultural and natural heritage.

旧閑谷学校 世界遺産へ３市と連携 岡山（備前市閑谷）

備前市は１２日、国特別史跡・旧閑谷学校（備前市閑谷）の世界遺産登録を目指す活動について、単独での登録を前提とする方針を転換し、全国の他の三つの教育遺産との一体登録に向けて関係市と連携していく考えを示した。
　官民でつくる「旧閑谷学校世界遺産登録推進委員会」の会合を岡山市内で開き、備前市教委が説明した。
　関係市は、国特別史跡「弘道館」がある水戸市、国史跡「足利学校」が所在する栃木県足利市、同「咸宜（かんぎ）園」の大分県日田市。
　３市で構成する「教育遺産世界遺産登録推進協議会」（事務局・水戸市）に、備前市が２０１５年度から加わる予定。同協議会は３史跡が「近世の教育遺産」として一体で世界遺産に登録されるよう学術研究や啓発を進めており、旧閑谷学校も対象とする。
　単独で活動してきた備前市は「他の史跡と連携すればＰＲ効果が高まり、より戦略的な活動ができる」と判断。文化庁が世界遺産登録の前提となる国内の「暫定リスト」入りに必要な提案書を募った場合に備える。
　旧閑谷学校をめぐって備前市は以前、岡山市など計４市町にある「近世岡山の文化・土木遺産群」（１４件）として登録を推進。０８年に暫定リスト入りを逃した後、文化庁の提案を受けて水戸、足利、日田市との連携を検討したが、備前市が委嘱した専門家の検討委が出した「単独登録を目指すべき」との結論を尊重してきた。
　連携は、文化庁が１５年度に始める「日本遺産」の認定制度がきっかけ。複数の文化財を共通の特徴でまとめて認定する仕組みで、同協議会が備前市に共同申請を打診。世界遺産の登録でも協力することで合意したという。

A special entrance examination is introduced with abolition of own entrance examination for students with a letter of recommendation, the 2nd year. Student's sense of purpose and aptitude are emphasized and selected. A part general course conducts the special subject such as commerce and industry and the integration department in 42 school among the prefectural 51 school (41 or full-time schooling system part-time schooling system 1) and a municipal 4 school (full-time schooling system and part-time schooling system 2 for each) by a target. 3510 people who hit about 30 percent of 11,960 people of general capacity are being recruited by a special entrance examination by a prefectural full-time schooling system.
The scholastic achievement test, the interview and each school by which a test is the whole school commonness, personal oral examination and composition. I notify of informal designation of a pass on the 20th.
A general entrance examination is performed on March the 12th and 13th.

８６００人 一足早い“春”に挑む 岡山県内の公立高校 特別入試

岡山県内の公立高校４６校で１２日、一般入試に先立ち特別入試が始まった。約８６００人が出願しており、一足早い合格を目指して中学生が学力検査などに挑んだ。勝山高蒜山校地普通科を除き、１３日まで２日間の日程で行う。
　岡山南高（岡山市北区奥田）では、商業や服飾デザインなど全５学科で実施。総定員の半数に当たる１８０人の募集に対し４６４人が受けた。午前中は国語、数学、英語の試験を行い、受験生は真剣な表情で臨んだ。午後は面接。１３日は志望学科に関する知識などを問う口頭試問がある。
　特別入試は自己推薦入試の廃止に伴って導入され、２年目。生徒の目的意識や適性を重視して選抜する。商業や工業といった専門学科、総合学科、一部普通科が対象で県立５１校のうち４２校（全日制４１、定時制１）と、市立４校（全日制と定時制各２）で実施。県立全日制では総定員１万１９６０人の約３割に当たる３５１０人を特別入試で募集している。
　試験は全校共通の学力検査、面接と各校独自の口頭試問や作文など。２０日に合格の内定を通知する。
　一般入試は３月１２、１３日に行われる。
