子どもたちの携帯電話やスマートフォンの使い方について考える「ケータイ・スマホ学習会」（岡山県、県教委、県警主催）が２２日、岡山市北区津島中の岡山大で行われた。校内への持ち込み追放運動を行っている赤磐市立高陽中の取り組み発表などを通じ、中学生や保護者ら約１００人が理解を深めた。
高陽中では２０１３年度、生徒有志の呼び掛けで「携帯持込追放推進委員会」を立ち上げ、推進大会や携帯に関するアンケートを実施。平田俊治校長は「教員でなく生徒が主体となり、保護者も持ち込ませない宣誓書を提出する形で協力した」と取り組みのポイントを強調した。
推進委員長の３年山本源君（１４）が「トラブルやけんかなどで困っている友だちのために何かしたい、大人とは違った注意ができると思った」と経緯を説明。委員の３年中永圭祐君（１５）は「生徒全員が意識を持ち始め、（大会前後のアンケートを比べると）携帯で怖い思いや嫌な思いを経験した率は下がった」と報告した。

岡山でスマホ利用考えるサミット
岡山県内の中学生有志がスマートフォンや携帯電話の正しい利用法を考える「ＯＫＡＹＡＭＡスマホサミット」（山陽新聞社主催、岡山県教委、岡山市教委共催）が２３日、岡山市北区柳町の山陽新聞社で開かれた。悪口を書き込むインターネット上でのいじめや長時間使用の問題などについて認識を深めるとともに、トラブルをどう防ぐか対策を話し合った。
子どもたちの間でスマホ・携帯利用が急速に広がる中、自分たちで解決法を探ってもらおうと初めて企画した。岡山、倉敷、美作、真庭など９市１６校から男女２２人が参加。青少年のネット利用に関する国の連絡会で座長を務める兵庫県立大の竹内和雄准教授の司会で、４班に分かれて、まずスマホのメリット、デメリットについて討論した。
生徒からは「動画を見ることができる」「知りたいことを簡単に検索できる」などとする評価の一方、悪影響について「目が悪くなる」「依存症になる」「学力が低下してしまう」との指摘があった。
引き続き、トラブルに遭わないための対策について意見交換。部活や趣味などスマホ以外に熱中できることを探す▽ゲームのアイテム購入前には立ち止まって考える▽実態把握のためにアンケートをしてはどうか?といったアイデアが出された。岡山県教委が今月スタートさせた、スマホ・携帯の午後９時以降の利用を制限する統一ルールに関連して「（県教委に）任せるのではなく、自分たちでルールを考えよう」「私たちからルールを広めていこう」との声も上がった。
参加した倉敷市の中学２年の女子生徒は「悪いのはスマホではなく使う人だとあらためて分かった。一人一人が正しく使えばトラブルは少なくなる。周囲の友達にも呼び掛けたい」と話した。
サミットは来年１～３月にも計３回開催。中学生たちはスマホやネットとのより良い付き合い方についてルール作りに取り組む。

県教委 スマホ制限ルール正式発表
岡山県教委は３１日、県内の小中学生に午後９時以降、スマートフォン・携帯電話を親に預け、利用を制限する統一ルールを１１月１日からスタートさせると正式に発表した。家庭学習の時間確保による学力の向上、インターネット上でのいじめやトラブル防止が狙い。都道府県教委が主導し、全県的にスマホ・携帯の利用制限を行うのは全国で初めて。
統一ルールは、保護者が午後９時以降は子どものスマホ（携帯も含む）を預かる▽ゲームも午後９時までとする▽学校でスマホなどについて考える場を設ける—の３点。
県教委は「スマートフォンやゲームなどの夜の使い方について考えましょう」と題したリーフレットを作製。統一ルールに強制力はないが、市町村教委を通じて、各学校とＰＴＡに順守を呼び掛ける。
３１日には県教育委員会の会議があり、担当者が統一ルールの概要を説明。委員からは「家庭で話し合って納得し、自主的にルールを守ってスマホ・携帯を使うことが重要」「（小中学生のスマホの利用時間の現状など）詳細な資料を作って保護者に説明すべき」といった意見もあり、県教委は今後、ＰＴＡの会合に出向くなどして周知を図っていく。
会議後、竹井千庫教育長は「半ば強制的にルールを設けた形となったが、スマホ・携帯をどう使っていくか、子どもたちが自主的に考える力を育てていきたい。学校、家庭も含め、なぜルールが設けられたのか、理解に努めてほしい」と話した。

劇で発表「正しくスマホ使おう」
浅口市寄島町の寄島中生徒会保健委員会は２６日、校内の集会で、スマートフォンなどを使ったＳＮＳ（会員制交流サイト）やゲームが心身に与える影響などをまとめ、劇で発表した。
今月初め、生徒を対象にしたアンケートで、ＳＮＳの利用で学習などに支障を感じているという意見が多かったため企画。具体的にどういう影響を与えるのかネットなどで調べ準備してきた。
この日は全校生徒と保護者ら約１５０人を前に、テレビの情報番組仕立ての劇を披露。評論家にふんした委員がＳＮＳ、ゲームをするためスマホやパソコン、ゲーム機を長時間利用することで睡眠時間が圧縮されるなど、心身や学業に及ぼす悪影響を紹介した。
その上で「ＳＮＳの相手に対する気遣いを忘れず」「スマホなどの使用は１日１時間以内に」などと訴えた。劇を見ていた３年の男子は「使い過ぎないように気を付けたい」と話していた。
寄島中は正しい生活習慣の定着に向け、２００９年度から学期に２回程度、家庭でのスマホの使用や学習の時間を１週間にわたってカードに書き込み、生徒が自ら顧みる「チャレンジ寄中!!」を行っている。
