調査結果によると、ネットトラブルが「起きている」と回答したのは高校７８％、中学校７６％、小学校１６％。内容を複数回答で尋ねたところ「児童生徒への悪口、誹謗（ひぼう）中傷の書き込み」が最も多く、高校７２％、中学校６８％、小学校１５％だった。

一方、スマホの急速な普及により、近い将来のトラブル増加が見込まれる小学校について、山陽新聞社と兵庫県立大は１４年１１月、岡山市の大規模校１０校の４～６年生に緊急アンケートを実施。ネット接続が可能な端末の所持率はスマホ１７％、「ガラケー」と呼ばれる従来型の携帯電話１３％、キッズ携帯電話２１％だったほか、ゲーム機によるネット利用は５１％に達しており、ネットの世界が児童の身近にある実態が浮かび上がった。
緊急アンケート結果によると、ネット端末を１日２時間以上利用する児童は２３％で、スマホ所持者に限ると５０％にはね上がった。ネットトラブルは全１０校で１件以上確認され、スマホ所持者のうち「ゲームなどで課金した」は２６％、「知らない人とやりとりした」は２３％。スマホ所持者の半数は家庭内での利用ルールを設けていなかった。
両アンケートを分析した兵庫県立大の竹内和雄准教授は「ネット接続が容易なスマホの登場で子どもとネットの距離は急速に縮まり、トラブルの低年齢化が進んでいるにもかかわらず大人は実態を知らないことが多い。子どもを中心に学校、保護者、地域が一つになって対処すべきだ」と指摘する。
■調査の方法
スマホ・携帯の利用に関するアンケート ２０１４年５、６月、岡山県内の全小中高校６６６校に調査用紙を郵送。６２％に当たる４１６校（２３７小学校、１２１中学校、５８高校）から回答を得た。

スマートフォンの普及などで子どもたちのインターネットトラブルが相次いでいることを受け、岡山県青少年育成県民会議は１１日、岡山市北区丸の内の県立図書館で、「家庭や学級で語り合う
スマホ時代のリスクとスキル」と題した講演会を開催。保護者や教員ら約１００人が理解を深めた。
総務省スマホ連絡会近畿座長を務める兵庫県立大の竹内和雄准教授が、実際のトラブル事例を紹介。ネット上で成人男性と知り合った小学生女子が性被害に遭ったことなどを例に「『危険だ』とだけ言うのでなく、結果がどうなるのかを具体的に話さないと子どもたちは理解しない」と強調した。
竹内准教授がコーディネーターを務めて、子ども同士がスマホの使い方やルール作りについて話し合っている県内や関西の「スマホサミット」に触れ「大人がルールを一方的に決めても、子どもが納得しないと意味はない。子どもの意見に耳を傾けて」と話した。
一方、大人が学ぶことの重要性も指摘。「大人がネットについて何も知らないと、子どもが相談しなくなり、トラブルは深刻化する。頼られる大人になるために、まずは知る努力をしよう」と呼び掛けた。

青少年のインターネット利用に関する国の連絡会座長で兵庫県立大の竹内和雄准教授が司会を務め、岡山、倉敷、美作、高梁など９市町の２１校から２７人が参加。利用時間が「１日３時間以上」との回答が、携帯９・９％に対し、スマホが４２・８％と大きく上回ったアンケート結果が示され、生徒は「グループでの会話が続くとやめられない」「楽しいアプリの多さが原因」と背景を指摘した。
スマホ所持者のうち、面識のない人とネット上でやりとりした経験がある生徒が半数を超えたというデータも紹介され、生徒は「世界、全国の人とつながることができるという優越感が得られるため」などと説明。トラブルを防ぐためにサミットの参加者としてできる対策として「シナリオを考えて啓発動画を作る」「スローガンを作ってポスターコンクールを行う」といった提案が出た。
鏡野町の中学校２年の男子生徒（１４）は「スマホは便利で将来的には大半の人が持つと思うが、正しい知識を身に付けなければトラブルは増えると思った。岡山で考えた対策が全国のモデルになれば」と話した。
サミットは、スマホ・携帯が急速に普及し、ネット上でのトラブルが相次ぐ中、自分たちで解決法を探ってもらおうと昨年１１月に初めて開いた。２、３月にも開催し、今回の提案の具体化について話し合う。
