＜阪神大震災２０年＞赤磐で「生きている」実感 神戸から移住の三俣さん夫妻、体験語りや防災ボランティア ／岡山
◇「支える立場になる」
今月１７日、６４３４人の犠牲者を出した阪神大震災の発生から２０年を迎えた。家族や友人を亡くした震災を忘れない、次の世代に経験を引き継ぎたい……。私は昨年秋から「震災２０年」取材を担当し、多くの被災者に会った。震災で「生かされた命」でどのように生きるか。阪神の経験を将来の災害にどう生かすか。被災者から託された言葉を伝えたい。
阪神大震災で被災した約３０世帯が住む赤磐市山陽の県営山陽団地で、防災士として活動する女性がいる。１９９５年４月に神戸市長田区から移り住んだ三俣康子さん（７０）だ。「神戸の街は懐かしいけど、自分なりの道を見出したい」と、２０１３年に民間資格の防災士を取得した。
康子さんは９４年秋、乳がんの手術を受けた。「元気になろう」と思った矢先の９５年１月１７日に震災が発生。夫康悠紀さん（７８）、長男（４６）、次男（４０）と住む自宅は残ったが、近所では多くの家が倒壊し、火災で焼けた。室内に人がいるかもしれないのに、水がなく消火ができない。がれきの街でうずくまる人々に、康悠紀さんは声もかけられなかった。
翌日、康子さんは岡山市の長女（４８）の家へ、康悠紀さんらは自宅などと別の生活が始まった。康悠紀さんは３月、震災で規模を縮小した神戸市の貿易会社を退職。夫妻で４月、愛犬を連れて山陽団地に入居した。一時避難のつもりで自宅を修繕したが、９７年にやむを得ず家を手放す事情ができ、山陽団地に本格的に住むことにした。
赤磐市での生活は、電車やバスも頻繁に通る都会の神戸とはかけ離れていた。しかし、康子さんは一つずつ、「ここで生きる意味」を見つけた。窓から見える朝日の美しさ、散歩道にあるカヤに似た草を使う「のれん」作り……。障害者と接するボランティアは人とのつながりをもたらした。「ありがとう」と書かれた手紙が届き、「１年後の行事でまた会おう」と笑い合う。そんな日々に「新しい力をもらい生きている」と実感した。
夫妻は移住後、さまざまな病気も乗り越えた。康子さんは９７年に病院を退院する時、長女が贈ったヒマワリの花束に励まされた。ヒマワリを選んだ理由を長女に尋ねると、「だってお母さんだもん」。康子さんは「私が新しい環境で立ち上がろうとする意志を分かってくれた」と感じた。
２０１１年３月には、東日本大震災が発生。夫妻は阪神での被災後の経験を思い返した。「自然災害には勝てないから守る」。康子さんは１３年、防災士を取得。昨年１２月、市内の防災行事の準備中、仲間から「被災者側ではあかんで」と声をかけられ、「私は被災者を支える立場になるんだ」と実感した。
阪神大震災から２０年。夫妻は要請があれば、県内で体験を語ってきた。「震災に区切りはつかないけれど、前を向いて歩いていかないと」と話す。
